The Ministry of Health of the Nation has approved through Resolution 3344/2025 a new regulation for the National Immunization Commission (CoNaIn) with the objective of ordering its functioning and recovering governance in decision-making on the country's vaccination policies. The measure, published this Tuesday in the Official Gazette, reaffirms the strictly consultative and non-binding nature of CoNaIn, making it clear that the technical and decision-making responsibility in matters of immunizations corresponds to the Ministry of Health of the Nation. From this leadership role, the health portfolio seeks to balance the multiple interests of the CoNaIn participants and encourage a closer link of collaboration with the country's academic institutions. The new regulatory framework establishes that CoNaIn will not perform decision-making, executive, or regulatory functions. Its function will be to provide scientific advice to the national health authorities when the national epidemiological situation requires it. The National Immunization Commission will have as its main function to provide recommendations based on the best available scientific evidence and the permanent analysis of the national epidemiological situation. This advisory contribution will contribute to the formulation, follow-up, and evaluation of public policies on immunizations defined by the Ministry of Health. The measure aims to consolidate a more orderly and efficient State that makes health decisions with clear technical support, explicit rules, and defined institutional responsibility. CoNaIn will function as a consultative group within the scope of the Directorate of Control of Immunopreventable Diseases (DiCEI). Members must participate in at least 50% of the annual ordinary meetings and sign a confidentiality statement. The new regulation establishes that advisory tasks will be carried out at the request of DiCEI and include issuing scientific recommendations in response to technical requirements related to the introduction, modification, or withdrawal of vaccines from the national calendar. It may also advise on the administration of vaccines and immunization schemes, including technical aspects linked to application guidelines, intervals, doses, contraindications, conservation, storage, and surveillance of events allegedly attributable to vaccines and immunizations. Another of the functions will be to contribute with evidence and criteria in the analysis and interpretation of epidemiological information in specific health situations or outbreaks that require specialized technical evaluation. CoNaIn will have among its functions to review and evaluate emerging scientific evidence related to the development of new vaccines, technological platforms, or immunization strategies that may have an impact on national decisions. Additionally, it must present an annual report to the highest authorities of the Ministry of Health, during the month of December of each year, informing about the activities carried out and the recommendations issued during the period.
